Jikkyou J League Perfect Striker 2 is the Japanese game upon which Konami's International Superstar Soccer 2000 is based. The players, teams, stadiums and tournaments are all taken from Japan's J League. The Japanese Football Association officially licenses Perfect Striker 2, and so the team rosters and strips, as well as the league sponsors, are all present and correct as of 1999.

Perfect Striker 2 proffers pre-season, season, scenario, and tournament and shoot-out modes. Also in the mix is a career mode, though this is heavy in Japanese text. Pre-season matches can be played between up to four players, as can tournaments and shoot-outs. Mini-leagues are also part of the pre-season mode and these enable four humans (plus computer-controlled teams, if so desired) to compete in a league table. Jikkyou J-League Perfect Striker 2 requires a Memory Pak in order to save games.
